WTTA: preparation and enforcement have different dates
1 January 2027
Reporting and record-keeping duties are among the provisions taking effect. Prepare your process in time.
1 July 2027
The public supplier register is expected from this date. Check current NAU publications.
1 January 2028
The prohibition on supplying or hiring workers without required admission takes effect. Exceptions, exemptions and transitional rules may apply.
Questions about the WTTA and your hiring records
What is the WTTA?
The Dutch Wet toelating terbeschikkingstelling van arbeidskrachten introduces an admission system for labour suppliers. Companies hiring those workers also have responsibilities.
When does the WTTA take effect?
Implementation is phased. Record-keeping duties are among the provisions starting on 1 January 2027. The prohibition on supplying or hiring workers without required admission and enforcement follow on 1 January 2028.
Is my business a hiring company or a supplier?
If another business provides workers for payment and they work under your supervision and direction, you may be a hiring company. If you supply such workers to another business, you may be a supplier. The actual working arrangement matters.
Does a hiring company need its own WTTA admission?
Not solely because it hires workers. Admission concerns labour suppliers. If your business also supplies workers onward, reassess your role.
Does the WTTA cover secondment and foreign suppliers?
Secondment can fall within the system. Foreign businesses supplying workers in the Netherlands may also need admission. Assess the actual arrangement and any exceptions.
How do I check whether a supplier is admitted?
Use the public NAU register once available. It is expected from 1 July 2027. Record the business checked, the date and the result. A status inside software does not replace that check.
What should I check when workers are supplied through intermediaries?
Identify the formal employer and other labour suppliers in the chain. Checking only the company named on your invoice does not establish the position of the whole chain.
What happens if a supplier loses admission?
Follow the notice and effective date in the register. No new workers may be hired during the announced period before suspension or withdrawal takes effect. Existing hiring from that supplier must stop when the measure takes effect.
Is SNA certification the same as WTTA admission?
No. Certification is different from NAU admission. Assess the current register status and any applicable transitional rules.
Is InleenDossier mandatory?
No. The law does not require this product. InleenDossier helps organise supplier information, checks and follow-up. You remain responsible for appropriate records.
Does the software check the NAU register automatically?
No. The current software records manual checks with their source and date. An automatic NAU integration is neither offered nor assumed.
Can I export my data and evidence?
Yes. The application provides CSV exports, a dossier PDF and a ZIP evidence bundle. You can take recorded information with you and share it with authorised people.
How much does InleenDossier cost?
Discuss supplier numbers, users and support needs during the free conversation. You can then receive a proposal with clear costs and terms. This page does not offer an automatically activated subscription.
Does the software make me compliant automatically?
No. A populated dossier or high completeness score is not a legal assessment. Data accuracy, current checks and timely action remain your responsibility.

What is the NAU?
The Nederlandse Autoriteit Uitleenmarkt administers the admission system and public register. Datawonder is an independent software developer and is not affiliated with the NAU.
Does the WTTA apply to self-employed workers?
Independent work for a client is not automatically labour supply. The actual relationship matters, including supervision and direction. Working through your own company also requires a separate assessment. Use the official decision guidance and obtain advice on unclear cases.
What information belongs in my hiring record?
Consider the suppliers involved, the link between assignment and employer, recorded checks, relevant contracts and actions taken. Required records depend on your situation. The product checklist is not an exhaustive list of legal duties.
How long should I retain my records?
There is no safe universal retention period for every type of information in a dossier. Determine purpose, applicable retention duties and potential disputes for each document and data type. A software retention setting is not itself a legal basis for keeping data.
Can a hiring company also be fined?
Yes. Once admission-system enforcement starts, hiring companies can also be fined for prohibited hiring. Software does not automatically prevent this. Check whether admission, exemption, transitional rules or a statutory exception applies.
